The Golden Eagle Movie Club is a space for students who love films of all kinds—from blockbusters to indie gems. We host regular screenings, discussions, and themed events where everyone’s welcome to watch, share opinions, and discover new favorites. GOLDEN EAGLE FILM CLUB CONSTITUTION “The actions and opinions of this organization do not necessarily reflect those of the students, staff, faculty, or administration of California State University, Los Angeles.” PREAMBLE We, the members of the Golden Eagle Film Club at California State University, Los Angeles, establish this constitution to foster a community of students who appreciate and discuss film as an art form, medium of expression, and tool for cultural understanding. Through screenings, discussions, and collaborative engagement, we seek to promote critical thinking, creativity, and cultural awareness within the University community. ARTICLE I: NAME OF ORGANIZATION The name of this organization shall be Golden Eagle Film Club at California State University, Los Angeles, hereinafter referred to as the Film Club. ARTICLE II: PURPOSE OF ORGANIZATION The purpose(s) of this organization shall be: To provide a welcoming space for students to explore cinema through regular screenings and discussions. To promote critical thinking, cultural awareness, and appreciation for diverse filmmaking styles and global perspectives. To foster a community of film enthusiasts who share knowledge, creativity, and meaningful dialogue. To contribute to the cultural and artistic engagement of the California State University, Los Angeles community. ARTICLE III: MEMBERSHIP OF THE ORGANIZATION “Regular voting membership in this student organization shall be open to all currently enrolled and continuing students of California State University, Los Angeles. An organization or its membership may not discriminates on the basis of race or ethnicity (including color, caste, and ancestry), religion (or religious creed), nationality, citizenship, age, medical condition, genetic information, gender (or sex), gender identity (including nonbinary or transgender), gender expression, sexual orientation, marital status, veteran or military status, political status, or disability (physical or mental) (hereafter referred to as the nondiscrimination statement) with the limited exception that a social fraternity or sorority may impose a gender limitation as permitted by Education Code Section 66273.” “All members of the organization are required to comply with University Procedures including but not limited to the Administrative Procedure 019-Alcoholic Beverages, CSU Policy Prohibiting Discrimination, Harassment, Sexual Misconduct, Sexual Exploitation, Dating Violence, Domestic Violence, Stalking, and Retaliation (Nondiscrimination Policy), Student Conduct Procedures (Executive Order 1098), the University Rules Governing Student Organizations, California Code of Regulations, Title 5, Standards for Student Conduct, Section 41301(b)(8), and Cal State LA Standards of Conduct and Disciplinary Procedures for University Recognized Student Organizations.” Section 1: Eligibility for Membership All currently enrolled students of California State University, Los Angeles shall be eligible for membership. Faculty, staff, alumni, and non-students may participate as non-voting members. Only currently enrolled or continuing students of Cal State LA may be voting members. Section 2: Criteria or Qualifications for Membership There are no dues or GPA requirements for general membership. Members are expected to attend meetings regularly and participate respectfully. Section 3: Categories of Membership Active Members: Currently enrolled students who regularly attend meetings retain voting privileges. Associate Members: Faculty, staff, alumni, or community members without voting rights. Section 4: Withdrawal or Removal of Members Members may withdraw voluntarily at any time. Removal for conduct violations requires a two-thirds (2/3) vote of voting members with prior notice and opportunity to respond. ARTICLE IV: ELECTIONS Section 1: Time and Period of Elections Elections shall be held annually at the final regular meeting of the spring semester. Section 2: Nomination Procedure “Only currently enrolled or continuing students in good standing at California State University, Los Angeles may serve as officers of this organization. The officers shall be:” President Vice-President Secretary Treasurer Committee Chair Nominations may be made by any active member, including self-nominations. Section 3: Election Procedures Officers shall be elected by a majority vote (51%) of the active voting membership. Voting shall be conducted by secret ballot. A quorum must be present. ARTICLE V: OFFICERS Section 1: Description of Officers The officers shall be President, Vice-President, Secretary, Treasurer, and Committee Chair. These officers constitute the Executive Board. Section 2: Duties and Responsibilities President: Presides over meetings, represents the organization, and oversees activities. Vice-President: Assists the President and assumes duties in their absence. Secretary: Maintains records, meeting minutes, and official communications. Treasurer: Manages finances in compliance with University policies. Committee Chair: Oversees committees, coordinates programming and events, and reports to the Executive Board. Section 3: Qualifications for Office Minimum Academic Qualifications: Students must be matriculated and enrolled at a CSU campus and maintain a minimum overall 2.0 grade point average each term. The student must be in good standing and must not be on probation of any kind. Incumbent Unit Load: Undergraduate students must earn six semester units per term while holding office. Graduate and credential students must earn three semester units per term while holding office. Incumbent Maximum Allowable Units: Undergraduate students are allowed to earn a maximum of 150 semester units or 125 percent of the units required for a specific baccalaureate degree objective, whichever is greater. Graduate and credential students are allowed to earn a maximum of 50 semester units or 167 percent of the units required for the graduate or credential objective, whichever is greater. Section 4: Terms of Office Officers serve one academic year and assume office at the conclusion of the spring semester. Section 5: Removal of Officers Removal requires a two-thirds (2/3) vote of the voting membership with prior notice. ARTICLE VI: COMMITTEES Standing and special committees may be formed by majority vote of the membership. Committees dissolve upon completion of their task unless designated as standing committees. ARTICLE VII: MEETINGS Regular meetings shall be held every Thursday at 6:30 PM during the academic year, excluding University breaks and final exam periods. A quorum shall consist of a simple majority (50% + 1) of active voting members. All meetings shall be conducted in accordance with Robert’s Rules of Order, Revised. ARTICLE VIII: FINANCES No dues are required. The Treasurer shall manage all funds in compliance with University policies. Upon dissolution of the organization, remaining funds shall be distributed in accordance with University policies and Center for Student Involvement guidelines. ARTICLE IX: ADVISORS The organization shall have at least one advisor who is a faculty or staff member of California State University, Los Angeles and not employed by the Center for Student Involvement. Advisors serve renewable one-year terms and provide guidance to ensure compliance with University policies. ARTICLE X: AMENDMENTS This constitution and by-laws may be amended by a 2/3 vote of the entire voting student membership. A copy of the minutes of the meeting that documents the approval of the changes in the constitution or by-laws or organization name shall be placed on file with the Center for Student Involvement. An officer of the organization shall sign the minutes. ARTICLE XI: RATIFICATION This constitution shall become effective upon approval by a two-thirds (2/3) vote of the active voting membership and submission to the Center for Student Involvement.
